The National Copyright Administration of China (NCAC), Ministry of Industry and Information Technology, Ministry of Public Security and Cyberspace Administration of China jointly launched the “Jianwang Action 2020” from June to October, marking the 16th time to combat online copyright infringement and piracy nationwide. In face of hotspot and difficult problems in online infringement and piracy, departments including NCAC have carried out special rectification over online video, music, literature, news and online cloud storage, app stores and etc. subsequently ,and stepped up efforts on crackdown on online infringement and piracy since 2005, with a number of major and important cases investigated. The actions effectively combat and foster deterrence against online copyright infringement and piracy and change the chaotic order of copyright in the fields of online video, music and literature.
In response to the new problems encountered in terms of online copyright protection, the action focused on the following five areas. First, special rectification will be carried out in audiovisual works. Copyright protection actions in cinematographic film work should be carried out in-depth and infringement and piracy in short videos and acts of distributing infringing and pirated works through streaming software and hardware should be under crackdown. Second, special rectification of copyright will be carried out in e-commerce platforms. Supervision over large e-commerce platforms should be strengthened. Acts of selling pirated books, audio-visual products, electronic publications, database and network disk accounts and passwords which contain pirated links and stores pirated works by stores should be under crackdown. Acts of using pirated pictures, music and videos in the design and management of online stores should be rectified. Third, special rectification should be carried out over copyright on social platforms. Efforts on copyright protection of news works should be increased, the order of image market and distribution should be regulated and a batch of malicious infringing social platform accounts should be closed. Fourth, special rectification over copyright in online education should be carried out. Fifth, achievement of copyright governance in key areas should be consolidated. Infringement and piracy including unauthorized servers and plug-ins of online games should be under crackdown, the improvement of copyright authorization system for online music should be promoted, supervision over copyright on large-scale knowledge-sharing platforms should be strengthened and work results in the fields of online literature, animation, online storage and app markets should be consolidated.
